I can only adjust to a minimum of 1 in spread size in Indices in Data Center.
My broker has 0.4 and 0.9 in spread size on some indices. Is that not possible?

Yes, 1 is the minimum spread size by default. In fact, when the spread is displayed (on the right-bottom corner), its in his integer value, but is often in decimal (spread = bid - ask).
